I'm not entirely sure why anyone would want to see less than a full capacity.

There must be people out there that only want loyal fans to be able to enjoy this occasion.

Maybe we should only allow the 4 thousand faithful that attended in the 90s attend Man city as a loyalty reward...There's about 20000 of them all together if you listen to messageboards/social media and people in pubs "I was there boy"
