I suppose some of it comes down to where does the club's responsibility end and where does individual responsibility begin.

At some point it has to be down to the individual as to whether they feel like they can travel or not.
In the stadium and around the ground outside then yes you would expect the club to have a duty of care there, but not miles away for a handful of fans in the countryside
