Seeing rumours that FIFA are about to impose a ruling that clubs can only loan out a maximum of 8 players a season.
Chelsea typically have between 30 and 40 out on loan.

Excellent move! The problem is, it is just a rumour. Imagine how upset the plastic clubs will be, because they can't hoover up all the best young talent out there, loan them out, and watch them develop. Thus keeping the best players, and selling those that don't quite make it. Therefore I can't see it happening
They will find ways around it though. Creative buy back schemes, more use of multi club ownership etc
Chelsea will just buy another club and transfer their players there like Watfod and Udinese did.
Be great if it could be properly stamped out though.
I also think there should be more done to support lower level clubs whose young players are just taken by bigger clubs for as little as a few k.
Perhaps if they had to pay more upfront they may think twice about stockpiling players in the hope one or two turn out to be the business. Most of those players would have been better off getting first team football with the clubs they were originally at and working their way up.
should be a upfront payment AND THEN a % of a future transfer fee ( or a % of the players value if they do not move in 8 years ) if that % was high enough lets say 40% it would cover the smaller lower league clubs

Its appalling , its a pity these youngsters are enticed so, with under the table rewards ,that should also be outlawed ,its almost akin to purchasing a child,?
