I would say it's more a case of Wolves putting the deal on hold until they get clarification as to whether they can play him or not. The possible scenario is that Wolves don't proceed with the transfer and he's left with egg on his face and having to then pick up the pieces at a club where he had made clear he wanted to leave.
This was posted before full page was written, initially it was stated he had refused to join Wolves.
