This apparently from more expensive seating area rather than cheaper terraces. This seems the correct level of self-policing - getting stewards to remove them and then chanting anti-racist messages after - whereas your suggestion may embolden people to act more aggressively.

It's easily fixed. If a player walks off, both teams walk off, the referees walk off, the coaching staff walk off until the racist is dealt with. It will soon stop.
