I thought that they were only able to sign unattached players, but it seems like with the release clause system, they just had to meet it and his club had no say in the matter.
Barca have wasted so much money on dembele and griezman and coutinho. They wpuld have been better just keeping neymar. There is a rule there so they have hardly cheated. If anything the other team has been able to get more money than he is worth.
Rather embarrassing timing for the chief of La Liga in my opinion. It was only last weekend he was gloating about Man Citys European ban and banging on about a level playing field, yet this rule they have introduced in their own league is quite clearly set up to accomodate the bigger clubs only.
