No it doesn't. A transfer is a deal between two clubs. This wouldn't be a transfer. He could join anyone he likes when his contract finishes and City would have no say in it.
Perhaps I should turn the question around and ask you how he can leave on any type of transfer when his contract will have expired and he can sign for anybody he likes. The word transfer implies an agreement between two clubs. No such agreement exists in this case, if in fact he doesn't sign a new deal here.
