Only flat roof pub I recall sitting on the roof and drinking was the Three Arches back in the 80s.
Not really fitting into the genre of pub though.
The Master Gunner in Gabalfa fits the bill just about.
The Jockey in Shameless was the epitome of one. The Retreat, Pennsylvania and The Murrayfield/Grand Slam would be decent Cardiff candidates.

There used to be one in Southmead in Bristol (now a Tesco Express) called something like ‘Pride of England’.
It was a horrible place, with some well dodgy looking geezers outside.
Every time I drive past when it was closed, there’d be an empty can of Natch cider, which is popular delicacy in those parts. 😁

Paddle steamer? The common connection is that these were all Council Estate pubs. Built in the 60's, early 70's, and were at their height of pandemonium during the eighties. I was brought up in Llanedeyrn, we had The Retreat, The Penn and The Murrayfield-Grand Slam. The Penn was the worst, the locals took the landlord hostage at one point and their was a bit of a siege with the police. Only the retreat left now. If you were looking for a bit of tranquility then the hollybush in pentwyn was the place to go, or the villiage inn, across the way from Panasonic.
I think those inbred wurzel types now frequent 'The Robin' which is just off the A3029, close to Trashton Gate. Not been that way for about 15 years but the pub has or did have a flat roof. I used to pass there a lot back in the day to do with my job, I always wound the window down and shouted out "Do the Ayatollah Gypos" as I sped merrily past. Sadly no one ever did it, but I did have a few choice comments aimed in my direction
