Since that election, all three parties polling has fallen steadily.
Top of their polls now are the Conservatives again and most shockingly perhaps, the AfD lead the SPD in several polls. AfD being a Right-Wing populist party.
This is the thing - the issues at play in Germany or UK are generally not solved by changing government. The opposition blamed the CDU and then come into power, and face the same problems.
So in answer to your question, the answer is probably Germany.
