Since 1995/96 there have been 28 seasons where the second tier has consisted of 24 sides, where the bottom 3 have been relegated.
Of the previous 27 sides that have finished in 21st place:
10 have been relegated the following season
Another 9 finished in the bottom half, with 7 finishing between 17th and 21st
5 finished in the top half but missed out in the playoffs
Another 3 finished in the playoffs and 1 was promoted (prize on offer for anyone who can tell me which club that was).
Being relegated after finishing 21st is becoming a more common occurrance as well. Over the last 14 seasons, 7 sides finishing 21st have gone down the following season, including the last two and 4 of the last 7. This only happened once in 8 seasons between 1996-2004.
The sides that have finished 21st most often (3 times each) are Barnsley and Rotherham. Both were relegated once after finishing 21st. Barnsley, West Brom and 1 other (as mentioned above) finished in the playoffs after finishing 21st. Such a feat happens roughly once a decade and last happened only 2 seasons ago.
