FYI, the Graf Zeppelin was a commercial airship not built until the late 1920's.
Difficult call to make. your average german soldier was just looking to make it through the war no different to the British, and If they'd been clinging to the wreckage for hours and expecting to die then they might not have been able to put up much of a fight.
But we will never know - if the germans outnumbered the fishermen then maybe the captain thought it was too risky
