So if I sent a tweet saying 'the world might end soon or perhaps not' then it wouldn't be vague because it's a tweet on Twitter? That makes it immune, does it?

So what does "why is vault7?" mean? For the uninitiated like me.

Wikileaks released an 83gb encrypted file to the public that was labeled Insurance. They then embarked on a series of cryptic tweets displaying images under the titles of what, why, where, when, who & how.
