That is true, but they are saying the original Republican dossier didn't contain any mention of Russia, and this all came after Hillary & the DNC took it over. So the speculation is Steele was brought in to add the Russian stuff, which may have then been used by the Obama administration as the basis for the FISA warrants that were issued, which resulted in the Trump election team being put under electronic surveillance.

We will have to wait until the subpoenaed documents from the FBI & DOJ are handed over to congress before we get a definitive explanation. There are now 3 separate ongoing investigations, and the main FBI Uranium One witness has had his NDA removed, so he will also be giving evidence under oath. This is besides the work that Meuller is doing, so it's no wonder that it all seems very confusing.
