That is a completely different issue, just as allowing Tottenham to play all their home games at a neutral venue this season. In both cases the three clubs mentioned (Blackpool, Liverpool and Tottenham) were, 'helped,' by the authorities to fulfil their fixtures by this arrangement rather than having a backlog of games to play before the season has started.
If, however, a team is disadvantaged by postponements/rearranged games and would have to play a third consecutive away game, it is not allowed. The season's games are drawn up with no club having to play more than two consecutive league games home or away. If a rearranged game would make it three away league games on the trot, as Derby wanted the rearranged game with City last season, it was not allowed.
