Genk have a ridiculously good scouting network. Sander Berge, Koulibaly, Mat Ryan, SMS, Ndidi, Bailey have all come through there in the last 3 seasons or so. For a club of their size, that's very impressive.

I'd be surprised if clubs weren't doing similar things. Or signing whoever is their chief scout/DoF. They picked up all of them for peanuts, Bailey and Ndidi were for a couple of thousand! Most expensive was Berge at €2m! He'll go for ten times that.
