    Luton, Carlisle are two
    Maybe Bradford /Barnsley or Swindon?

    Wimbledon and Wigan are two.

    I thought the question only referred to teams in the table, but it doesn't say that.

    Wimbledon were off the radar, but satisfies the question, as does Wigan - did they even exist in 1971?
    Have Carlisle dropped out of the league? I know they were 1st div in the early 70s.

    Orient were in the 1st Division for one year but that was before the year of the Shoot league table.
