Barring the penalty I doubt we've had a meaningful shot on target.

Alf - it was Bob Wilson (or could have been since62) who said that Tan cant touch the parachute payments as the money was specifically for players. And that was a reason why the situation is like 2 people who cant afford to get divorced.
All the PL can do is react to a situation if and when it happens - so if they believe there is something untoward going on then they can invoke whatever rule they have.
The punishment being ? - I dont know - maybe they can take an injunction out against the owner ? dunno.
