I think they've identified a problem and have echoed the words of those talking about the problem but don't really understand what any of it means. At least that's the impression I got when they first announced it a few months back.

Wait, legislation to mandate elected positions on the boards of Ltd companies with automatic rights for shareholding options across portions of the fan base?!

Pretty sure even if there was an attempt at legislation would be held up by legal proceedings for a number of years - not to mention could have an impact on investment overall.

I'm undecided on who to vote for as yet, but easy to see through popularist nonsense like this (in which all parties are engaging, not limited to Labour).
