What do you expect ?
We have about 27% of the working population working in the public sector - which is the highest or thereabouts in the UK.
I think Merthyr has the % number of benefit claimants per capita in the UK.
And you have a 'Welsh Govt' who knows that no matter how much or how little they are deliver - they will get voted back in.
