It's an omen.

I think a shot on target is a shot heading for goal that is either saved by the keeper or blocked by a defender. A goal is well, a goal. So it's either one or the other, not both. Maybe it's not universal. :shrug:

For opta stats, a goal is definitely a shot on target. I don't know what other stat companies are used. I'm pretty sure that blocked shots by defenders don't count as a shot on target (there is a blocked shot category).
Disallowed goals don't count. Same as a shot by a player who is called offside.

OK, I had this conversation a while back with a friend who did live in-game stats. That's what he told me anyway. I think he said blocks like Ben Davies' with the keeper beaten were treated as shots on target, but those in front of the keeper were blocks.
