An alternative approach to the ball tampering scandal, would be to say ball tampering was completely fair game.

You would get spectacular swinging of the ball, and teams would try to come up with techniques to gain the maximum effect, they would probably employ teams of engineers like F1.

It has except some are legal (spit) others not (picking the seam).

The problem with the OP's question and proposal, assuming he's being serious, is that the advantage swings massively in the favour of the bowler and the game would be over in a flash.
