The classic "Is the UK government threatening to trash a UK institution because:

a) it sees how it can take advantage of the UK public becoming less informed and less able to challenge really bad government decisions
b) it's a distraction tactic from something even worse
c) it's a negotiation tactic so it can set up a) and/or b) at a future date with limited to no resistance
d) 40% of the UK loves this sort of thing and as long as opposition fights each other 40% of UK is all that is needed to govern forever"
