Strange the way it's being reported. "Boris Johnson's government" features prominently. Boris Johnson was part of the government which wanted to introduce it (for legitimately good reasons) and it was immediately met with a lot of other legitimately good reasons that it shouldn't be from industry experts.
What seemed like a good idea was floated by the Tories but turned out to be unworkable so they shelved it.
