I assume Wakefield, but maybe 100 years ago they had a team in the league for a year or two.
Second one has to be Bristol surely?

I've read before that Bedford is certainly one of the largest places to have never had a league team. Would have been Milton Keynes before I guess?

Preston hovered around the upper Championship for a few years with us before our first promotion, without ever going up, so could be them?
Of course they used to be a regular in the top division before football was invented.

I used to live in Gloucestershire and I think their clam to fame used to be being the club from the largest city that had never played league football. But I think Wakefield reformed fairly recently.
