They've produced some labels which say "Vulcan Ale", and slapped it on a tap of something they've had around for ages (Rev James, maybe? is it a Brains pub???)

No. The beers have been produced by the Glamorgan Brewery.

There are no Brains pubs, they are either a Marston’s or an independent these days

Newtown was the other side of the railway tracks, over the footbridge. Six streets off Tyndall St, now a small industrial estate. Adam St, where the Vulcan was, is not in Newtown.
