Hard to know what his mindset is but with very close ties to Cardiff, doesn’t need money and could pick and choose his games for Cardiff I think it has a lot of appeal for him. On top of potentially helping his home team to promotion. Can’t see money being an issue for City, I think he’d want very little financial incentive.
On the flip side he could do the same in the sun in the MLS and live the life over there so impossible to predict but nice to be in with a shot.

he could also easily go to a good team in the premier League, or Italy or Spain still
