Presumably another "balance of powers" safeguard, but it does create a strange period such as we are in now.

Lots of these things are from days of stagecoaches in the late 18th century. States would send electors to report back with who the state wanted as president, and it would take weeks do the counting, traveling, meeting, before the president is even confirmed.
