I read this earlier today:

"The English Football League decided that VAR will only be active in the Carabao Cup if every single stadium that will host a match during a round has access to the technology."

I guess if it has been used during Wales games at the CCS we have access to the technology, so it will be used in the quarter finals.

He can if they can get written permission from Chelsea, but yes, it is unlikely
