Other than their actions over the last 12 years and manifesto pledges.
You cant use public spending decisions during a crisis like COVID or the one we are currently in to determine what a party stands for in normal times.

I recall this well. At the time the second lockdown occurred few if any had any idea what was going to happen in the future. As I recall Sunak was following the medical advice and science and tweaking his policies accordingly. I'm not sure why you think this was a bad approach - it was the only approach any politician should have followed.
