Are they? Have you seen the Bayern squad recently? It's made up of players coming towards the latter stages of their careers.
Are the 'top German teams' (how many of them are there?!) more prepared than the rest of the Premier League to give young players a chance?
What about the other top teams from other European countries, are you suggesting that they don't give their young players a chance in their first team?
Teams like:
Barca
Real Madrid
Atletico
Roma
Inter
Milan
PSG
Monaco
Ajax
Benfica
They are all 'top teams' who tend to give young players a chance.
There's absolutely nothing to suggest players are better of going to the Bundesliga, except for one <s>Sancho</s> single example, which I'm sure is the reason you came up with your cool-sounding soundbite,

Everybody knows how this model works, Chelsea have been doing it for years. You sign up as many promising young players as you can, preferably from EU countries as you can get them when they're 16. Most of them won't get near the first team but it didn't matter cos afterafter you've loaned them out a few times you can sell them on for a tidy sum to offset FFP and they can sit on your bench in the champions league and fulfill your 'homegrown' quota. Rashford has been in the United team since he was 18.
Sterling broke into the Liverpool team at 17 and has been playing consistently at the top of the Premier League since then.
Luke Shaw has been in the first team at Man United since he was 18 (injuries and Mourinho aside)
Alexander Arnold been first choice RB at Liverpool since he was 17.
Skipp has played in 5 PL games for Spurs this season.
Joe Gomez has been a first team player for Liverpool since he was 18 (injuries aside)
Foden has played in 8 PL games for Man City this season.
Maitland Niles has been in the first team at Arsenal for a couple of years and is now playing regularly
Odoi has got a few PL games for Chelsea this season (amongst cup games) and would no doubt get more before it's over. He would then be better placed to push for a regular starting place next season with the experience he's had this year.
The best players will get their chances and will take them. The rest will possibly end up abroad or at lesser clubs anyway, if they aren't good enough for the 'Big Six'.

Nelson has played 13 times and scored 6 goals, that's pretty good!

I may have been a bit harsh saying it like that as he was performing exceptionally well when he arrived there; considering all 6 goals came in his first 7 games...
but I should have emphasised that he's obviously not doing enough to get game time in the Bundesliga (which was the crux of the arguement), only starting 5 games all season (inc. the league, in Europe and in the cup) and he's only completed the full 90mins once... which suggests that he's not really getting a proper chance.
The irony is, he'd probably be in the Arsenal squad every week at present due to his versatility.
