By "distributed" do you mean benefits?
Most people on benefits are in work. They are not work shy.
You should be complaining about the employers who pay low wages and expect the state to make up payments to enough for people to live on.

Ours originally scheduled for Wednesday were rescheduled for Friday. Late Wednesday they rescheduled for Thursday. They were collected just after 7am on Thursday, before half of the street knew collection had been changed from Friday.

Which is why people just leave their bags out after the first collection has been missed.
