He's good - but comon. Halfpenny I'm sure has literally the highest kick conversion percentage in the world. He soooo good - not the best 10 nor 15 - but his place kicking is second to none

Their stats are about the same and you are correct he's not the best 10, mainly because he doesn't play there.

Seems to be a grey area.
They are definitely doing what they do with intent but seem to get away with it “he hit his chest first” but he goes in with intent to hurt now surely that’s the actual bloody point?
