    Never been caught in this country but picked up a speeding fine in France a few years ago. I was travelling 1km/h above the limit plus the %allowable error.
    Think it was about a €40 fine

    If he's betting £219 (I assume it was several multiples rather than a single accumulator), then a win of £5k shouldn't really be that significant to him.
