Totally messed up on the Wales Bill which was heavily derided even in his own party. It was the only big issue he had to manage as Welsh secretary and he screwed it up.

Safe pair of hands for Cameron and Osbourne to boss around at Cabinet. He'll do as he's told and probably do no more than make the tea and run errands.
