The point here is that specialist shops were forced to close first time around while supermarkets carried on selling the goods they traded in - that's discrimination and something should be done about it, the problem was that a term like "non essential goods" was never going to be precise enough to ensure this happened.

Maybe it would have been better if the type of shops that had to close were listed and supermarkets told they couldn't sell the goods these shops specialised in?
Aren't you still discriminating against specialist high street shops if online shops can continue to sell the same goods?
