He doesn't have any financial or economical responsibility for Wales and the people. He justs requests a bigger budget next April.

Belgium count ALL nursing home deaths, whether coronavirus has been confirmed or not, which nobody else does, looking at the numbers of excess deaths, it is pretty likely that we are higher than Belgium and the worst affected in the world.
