I'd say the house was built pre-1900 by the design, but the photo looks like it would have been taken around 1910 ish
There are weeds appearing in the garden wall. They would have taken a while to establish through the brickwork.
Housing was nearly always built to accommodate workers of nearby industry, with slighter bigger and better designed houses going to managers.
Barry docks was built in the 1880s, so I'd be very confident in saying this house would have been build around that time.
