How can a check be made on those who have entered the UK illegally?

Illegal immigrants MAY have been in contact with infected person(s) in the chain of infection from South Africa.
Illegal immigrants, who have no record of UK entry, MAY then have passed variant on.
The 11 cases quoted MAY not have had direct contact with person(s) from South Africa.
