    if they are using the law as Parliament intended then that is tax planning. If they using the letter of the law in a way that was not intended by Parliament then that is tax avoidance and is to be frowned upon. and to be clear, we have anti abuse legislation in place to avoid this kind of thing.

    So, if someone claims benefits using the law as Parliament intended, that is also ok. So no difference.
