All decisions are made by Tan

I very much doubt Tan is making all the decisions. I think the club is well down on his list of thoughts most days.

And that is probably part of the issue here.

In Tan's absence that would probably fall to Dalman and Choo wouldn't you say? Two men put in place by Tan. Any good or bad done by them should then mean that Tan is accountable.
