They (TNS) could open their ground but they choose to follow Welsh rules, I would think because they are members of the FAW and play in a Welsh league against Welsh based teams, so if they did open their ground the political authorities would not do anything against them but their membership of the league might become untenable as they would have crowds and revenue etc and the others wouldn't.
As regards Chester FC and their league that they play in and the teams they play against and them being members of the English FA has nothing to do with the Welsh Government, Welsh Government make the rules up for Wales and Chester FC ground is in Wales (minus car park and possibly front door, pitch and stands in Wales) so the Welsh authorities dictate what happens in that ground as it is Welsh soil.
