They could easily make it that you can loan to anyone in the same league system no matter what country they are in, all sport should be
played on a level playing field

I can’t see why not, I can’t see how anyone loses out if it just reverts back to the club which puts forward the most impressive overall bid getting the player. It’s hardly as if the Welsh clubs were getting an unfair advantage before.
