For comparison, my Cat 2 ticket for the England match worked out at about £145. Two Wales supporters I spoke to had paid £350 each but weren't sure where in the stadium they would be. £4500 would be roughly 20 seasons of CCFC STs at the older citizen rate. I hope the OP's mate gets a corporate freebie as that is an insane amount to pay otherwise.
Cat3 through FIFA was £500, Cat1 is £1,300. Your mate either bought them on the secondary market or is full of shit.

"Tickets" (you get a link on the FIFA app which is activated via Bluetooth to create a QR code at the stadium for stadium entry) are linked to the Hayya app (visa for Qatar entry, free local transport). I hope they have got their Hayyas sorted, too. And that their Hayyas work as FIFA's tickets are linked to the Hayya app. Both have to be zapped for stadium entry. Plus if they are flying in from Dubai on FlyDubai, Emirates' system knows if your Hayya is fully approved or you can't check in online and could be denied boarding at the airport. Unless, of course, the system changes, without notice. Or the Hayya card, for no reason, gets set back to Pending (approval). Best not trying to ring the Hayya support phone number, either. I hope they enjoy the experience!
