No. But Wales is a country and Labour run it. Same as Cardiff is a city run by Labour etc.

The beauty of devolution for both UK and devolved govts is they can't point at each other and blame them.

I see your point. Without the ability to raise taxes etc. the job is akin to taking on Mike Tyson in his prime with both hands tied behind your back.
