Great what he's doing but as mentioned by RJK, things are happening here too. Man City and Leicesters investment in development and training etc spring to mind but I think it goes for all clubs really, certainly the top ones.
Granted this data is 6 years old, and I'm unsure on the complete accuracy but it is good food for thought. I believe there's been a push in the UK to increase these numbers so they may be a bit inaccurate but England lower than quite a few nations of similar footballing stature which may help to answer your question - less quality coaches, less quality academies. We had one of the lowest numbers of UEFA certified coaches in 2017, as per that data.
