He means the pilot which preceded the first series. I've not seen the pilot but the first series was indeed poor. I'm surprised it got a second but I'm glad it did.

The pilot was set in the Elizabethan era with Elspeth Gray playing the Queen.
The first series wasn't great but once Richard Curtis brought in Ben Elton to write series 2, it improved massively.
