In a text book you are correct, but we don't live in a world of constant acceleration rates and constant velocities. We live in a world where speeding up and slowing down burns considerably more fuel that travelling at a constant speed.

For what it’s worth I think it should be reviewed and the system rejigged, taking certain major roads out of the 20mph zone. One thing though, that Tory leader, who was photographed with ‘20’s Plenty’ signs, you’d take it from that he agreed with the changes, has now changed his tune and sees it as a vote catcher. Reverse gear? I’ve said on this thread that it doesn’t really bother me and that it’s quite amusing witnessing the antics of the ‘Mr Angrys’. I’ve said that I’ve got other more important things to get on with. The reverse gear that the Tory leader is using is certainly exceeding 20mph though, no surprise there though
