No, it is very difficult for USA nationals to move freely around the UK. He's been in this country for a while, but now that's he's changed employer (as in from Forest to us), it can create all manner of delays.
I bet that he's currently not actually being paid at the moment, but he'll probably get back pay when he receives clearance.

My understanding was that there's an issue with his Visa which is at no fault of the club.
