I've got no idea. There could be any number of reasons. If the CIA or whoever had run out of photos of genuinely killed children and felt that the only way around this was to replicate photographs in different parts of the world, then why didn't they think of photoshopping the image? I've tended to believe that it's more likely that one nutter walked into a school and shot dead a load of children, than that this was some ingeniously contrived elaborate and frankly unnecessary plot to enable a revocation of the gun laws. I may be wrong but I'm not sure why the replicated photos should lead me to suspect a conspiracy. You obviously do because you brought it up so I'd like to know in what way you think it is significant.
Maybe the images of the boy were photoshopped purposely by conspiracy theorists to stir up some conspiracies theories.
