is it an actual town or just a suburb of cardiff like penarth is?
Penarth may as well be a part of Cardiff though, we are basically just waiting for Cardiff council to declare an Anschluss.
Both are independent towns in a separate county as has been said by so many wise people already.
But you are right that both are pretty much suburbs of Cardiff.
Barry is simply a commuter town with some jobs in the town but not many. The vast majority travel to the wonders of Cardiff to work.
VoG prob needs to be part of the wider Cardiff council when the council's change.

I remember that Terry Matthews guy saying to encourage growth, south Wales should be renamed greater Cardiff. I think loads of people went up the wall about it. I think all the commuter towns around Cardiff should be part of this as means much better chances of investment in transport etc. Caerphilly, Barry, penarth, cowbridge, beddau etc all close to Cardiff but classed as towns villages in their own right. When people say they're from these places I don't look at them as on a par with Cardiff (or even Swansea and Newport), but compare them to Ely, canton, splott and so on.
Barry is part of the Cardiff Metropolitan area
Having lived for a number of years in Penarth and in Barry, as well as a several areas within Cardiff over (too) many years .. I have to say that Barry was the most enjoyable, by some margin .
